WISE Bathing Water Directive data request 2013

Dear Colleague,

You are invited to provide your national bathing water data for the 2013 reporting period from now on until 31 December 2013.  Member States are expected to report monitoring results for intestinal enterococci and Escherichia coli, and management measures as implemented in the 2013 bathing season.  

Reportnet reporting templates for xls- or xml-files can be downloaded from the Data Dictionary for the Bathing Water Directive 2006/7/EC. These templates enable an automatic QA/QC procedure (GDEM tool). The templates are unchanged compared to last year’s reporting. Explanations for some fields and code lists were updated in the Data Dictionary.

Additional information is available in the public EIONET Forum interest group “WISE Water Directives reporting“, subfolder for the Bathing Water Directive and Reporting for bathing season 2013“ Here you have access to the following additional documents:

-          Bathing water assessment for 2012 season – Issues for discussion and consultation”. The paper has been jointly prepared by the ETC/ICM and the European Commission for the meeting of the BW Committee/working group (1st October 2013). It presents crucial criteria used for bathing water quality assessment of 2012 bathing season. The assessment for the 2013 season will be the same as for the 2012 season.   

-          Guidelines on assessment under the New BathingWater Directive and transition period – reporting for 2013 bathing season where criteria for assessment for the 2013 bathing season are described. The document shall be used in conjunction with the issue paper discussed on the BW Committee/working group on 1st October 2013 (Bathing water assessment for 2012 season).

Data Delivery

All data files should be uploaded to the Central Data Repository (CDR). Bathing Water Directive folders are already available from last years in your national folder under the section “European Union (EU) obligations”/“Bathing Water Directive 2006/7/EC Report” or ”Bathing water Directive Report” that are linked with reporting obligations under the Bathing Water Directive 2006/7/EC (identification of bathing areas; monitoring and classification). The inventory of identified bathing waters as reported by the beginning of the 2013 bathing season could be redelivered and updated if needed. You may use the instructions created by EEA and updated by ETC/ICM for the 2013 reporting in the document “How to report under 2006-7-EC_2013

Automatic quality assurance (QA)

Once your data files have been uploaded, an automatic QA/QC procedure starts (GDEM tool) and a list of errors will be automatically and immediately uploaded. We recommend checking the results, correct problems (if any) and redeliver corrected data. You can find a description of this automatic QA/QC procedure including explanatory video clips in the WISE SoE automatic QA user guide. Please follow the recommendations based on experience from the 2012 season reporting that are described in Issues Paper on monitoring and assessment under the 2006 Bathing Water Directive. Bathing Water Committee Meeting 28.9.2012: Update A further level of manual data quality checks will be carried out by the ETC/ICM after your release of the 2013 season data. 

Consistency of identification codes of bathing waters

Please pay attention to identification codes of bathing waters (BWID, NumInd = AccessKey) and provide a table of the new codes and corresponding old codes in case of code changes. Else, the code changes might result in duplicated bathing waters (i.e. the same bathing water is listed twice, with the old and the new code). To keep consistency of identification codes of bathing waters please check the codes from the previous bathing season stored at EEA water webpage under the National bathing water quality data. Here, 29 national lists of bathing waters with classification up to the 2012 season can be downloaded in compressed form ( Linking data from the old and the new codes is important for enabling continuous time series and assessment under the Bathing Water Directive 2006/7/EC using 4-year assessment periods.

It is very welcomed to report water body codes and names for each bathing water. The same codes should be used as in the latest dataset/update of water bodies provided to the EC under the reporting for the Water Framework Directive (WFD). The national list of water bodies as reported for WFD is available in the public EIONET Forum interest group “WISE Water Directives reporting“, subfolder for the Bathing Water Directive.   

Bathing water locations for the 2014 season

We also invite you to notify all the waters identified as bathing waters for the 2014 season, as indicated by the Bathing Water Directive 2006/7/EC. Upload your 2014 locations by the beginning of the 2014 bathing season into the Central Data Repository into a separate folder for 2014 reporting.
