WISE Bathing Water Directive data request 2015

To: Nominated reporters for the Bathing Water Directive

      Environment Attachés of Permanent Representations

cc:  Water Directors of EU28 Member States

       Eionet National Focal Points

From: Els De Roeck, DG ENV and Beate Werner, EEA

Dear Colleague,

You are invited to provide in accordance with Art. 13 of the Bathing Water Directive 2006/7/EC your national bathing water data for the reporting period 2015 at your earliest convenience but not later than 31 December 2015. Member States are expected to report monitoring results for intestinal enterococci and Escherichia coli, as well as management measures as implemented in the bathing season 2015.

For this reporting obligation 531 ‘BWD - Monitoring and Classification of Bathing Waters’, Reportnet reporting templates for xls or xml files can be downloaded from the Data Dictionary for the Bathing Water Directive 2006/7/EC. These templates enable an automatic QC procedure (GDEM tool). Please use these most recent templates as they include changes made to the Data Dictionary. Explanations for all fields are also given in the Data Dictionary.

Additional information is available on the public web-page http://cdr.eionet.europa.eu/help/BWD. General help regarding the use of the CDR is available here, as well as BWD-specific documents:

•      How to use Reportnet for reporting under the Bathing Water Directive – description of BWD-specific details on how to use the Reportnet/CDR.

•      Guidelines for assessment under the Bathing Water Directive and reporting for the bathing season 2015 – assessment criteria for the bathing season 2015 are described here;

If you need national support for your work with Reportnet, please contact your Eionet National Focal Point.

Data delivery

All data files should be uploaded to the Central Data Repository (CDR). Note that new BWD folders have been prepared in order to separate deliveries of two different reporting obligations (which have been previously reported to the same or various different folders):

•     Identification of Bathing Waters – obligation 532 (cdr/{Country_code}/eu/bwd/bwd_532/)

•     Monitoring and Classification of Bathing Waters – obligation 531 (cdr/{Country_code}/eu/bwd/bwd_531/)

Please upload the monitoring and classification data in the corresponding folder. If needed, the inventory of identified bathing waters as reported by the beginning of the bathing season 2015 can be redelivered and updated to corresponding folder.

Automatic quality check (QA)

Once your data files have been uploaded, an automatic QA/QC procedure should be run (GDEM tool) and a list of errors will be automatically and immediately shown. We kindly request checking the results, correcting problems (if any) and redeliver corrected data. You can find a description of this automatic QA/QC procedure including explanatory video clips in the WISE SoE automatic QA user guide. A further level of manual data quality checks will be carried out by the ETC/ICM after your release of the 2015 season data.

Consistency of identification codes of bathing waters

Please pay attention to identification codes of bathing waters (BWID, NumInd = AccessKey) and provide a table of the new codes and corresponding old codes in case of code changes. Else, the code changes might result in duplicated bathing waters (i.e. the same bathing water is listed twice, with the old and the new code). To keep consistency of identification codes of bathing waters please check the codes from the previous bathing season stored at the EEA water website under the National bathing water quality data. Linking data from the old and the new codes is important for enabling continuous time series and assessment under the Bathing Water Directive 2006/7/EC using 4-year assessment periods.

You are very welcome to report water body codes and names for each bathing water. The same codes should be used as in the latest dataset/update of water bodies provided to the EC under reporting for the Water Framework Directive (WFD). The national list of water bodies as reported for WFD is available in the public EIONET Forum interest group “WISE Water Directives reporting“, subfolder for the Bathing Water Directive.

Bathing water profiles

You are also very welcome to report website links (URLs) of bathing water profiles into “ManMeas” field within BWD reporting template of the Data Dictionary. The most direct URL connection for bathing water profile of the specific bathing water is preferable. URLs should be reported in the following format: http://www.link1.com. Since some links in the previous seasons were not reported in this format, they did not work properly in the interactive viewer. For this reason we kindly ask you to ensure that the URLs follow this specific format.

Bathing water locations for the season 2016

We also invite you to specify all the waters identified as bathing waters for the season 2016, as indicated by the Bathing Water Directive 2006/7/EC. Following this reporting obligation 532 ‘Bathing Water Directive - Identification of Bathing Waters’, please upload your 2016 locations by the beginning of the bathing season 2016 into the Central Data Repository into a separate folder for 2016 reporting (cdr/{Country_code}/eu/bwd/bwd_532/).
