WISE Bathing Water Directive data request 2014

To: Nominated reporters for the Bathing Water Directive

      Environment Attachés of Permanent Representations

cc:  Water Directors of EU28 Member States

       Eionet National Focal Points

From: Joachim D'Eugenio, DG ENV and Beate Werner, EEA

Dear Colleague,

You are invited to provide your national bathing water data for the 2014 reporting period from now on until 31 December 2014. Member States are expected to report monitoring results for intestinal enterococci and Escherichia coli, and management measures as implemented in the 2014 bathing season.

Reportnet reporting templates for xls or xml files can be downloaded from the Data Dictionary for the Bathing Water Directive 2006/7/EC. These templates enable an automatic QA/QC procedure (GDEM tool). The templates are unchanged compared to last year’s reporting. Explanations for all fields are given in technical specification in the updated Data Dictionary, also given in interactive dataset definition webpage.

Additional information is available in the public EIONET Forum interest group “WISE Water Directives reporting“, subfolder for the Bathing Water Directive and “Reporting for bathing season 2014“. Here you have an access to the following additional document:

•     Guidelines on assessment under the New Bathing Water Directive and transition period – reporting for 2014 bathing season where criteria for assessment for the 2014 bathing season are described.

If you need national support for your work with Reportnet, please contact your Eionet National Focal Points.

Data delivery

All data files should be uploaded to the Central Data Repository (CDR). Bathing Water Directive folders are already available from last years in your national folder under the section “European Union (EU) obligations”/“Bathing Water Directive 2006/7/EC Report” or ”Bathing water Directive Report” that are linked with reporting obligations under the Bathing Water Directive 2006/7/EC (identification of bathing areas; monitoring and classification). The inventory of identified bathing waters as reported by the beginning of the 2014 bathing season could be redelivered and updated if needed. You may use the instructions created by the EEA and updated by the ETC/ICM for the 2014 reporting in the document ‘How to use Reportnet for reporting under the Bathing Water Directive (2006/7/EC)’.

Automatic quality assurance (QA)

Once your data files have been uploaded, an automatic QA/QC procedure starts (GDEM tool) and a list of errors will be automatically and immediately shown. We recommend checking the results, correcting problems (if any) and redeliver corrected data. You can find a description of this automatic QA/QC procedure including explanatory video clips in the WISE SoE automatic QA user guide. A further level of manual data quality checks will be carried out by the ETC/ICM after your release of the 2014 season data.

Consistency of identification codes of bathing waters

Please pay attention to identification codes of bathing waters (BWID, NumInd = AccessKey) and provide a table of the new codes and corresponding old codes in case of code changes. Else, the code changes might result in duplicated bathing waters (i.e. the same bathing water is listed twice, with the old and the new code). To keep consistency of identification codes of bathing waters please check the codes from the previous bathing season stored at the EEA water website under the National bathing water station data. Linking data from the old and the new codes is important for enabling continuous time series and assessment under the Bathing Water Directive 2006/7/EC using 4-year assessment periods.

It is very welcome to report water body codes and names for each bathing water. The same codes should be used as in the latest dataset/update of water bodies provided to the EC under reporting for the Water Framework Directive (WFD). The national list of water bodies as reported for WFD is available in the public EIONET Forum interest group “WISE Water Directives reporting“, subfolder for the Bathing Water Directive.

Bathing water profiles

It is also very welcome to report web page links (URLs) of bathing water profiles into “ManMeas” field within BWD reporting template of the Data Dictionary. The most direct URL connection of each bathing water site towards corresponding bathing water profile is preferable for inclusion into the WISE BWD interactive map viewer.

Historical monitoring results reported for the previous seasons

Monitoring results data as reported under Bathing Water Directive 2006/7/EC for previous seasons and used in the assessment of bathing water for 2013 bathing season can be downloaded in xls format from the public EIONET Forum interest group for each Member State.

Bathing water locations for the 2015 season

We also invite you to notify all the waters identified as bathing waters for the 2015 season, as indicated by the Bathing Water Directive 2006/7/EC. Upload your 2015 locations by the beginning of the 2015 bathing season into the Central Data Repository into a separate folder for 2015 reporting.
