Dear Colleagues,

Following the agreements made with WG DIKE and endorsed by the Marine Directors on the arrangements for 2012 reporting under the Marine Strategy Framework Directive, we hereby announce the formal data request for reporting on Article 8 (Initial Assessment), Article 9 (Determination of Good Environmental Status) and Article10 (Environmental targets and indicators), together with related reporting on geographic areas and regional cooperation (Art. 3/4 & 5/6).

You are therefore requested to provide your national reports for the 2012 reporting period as follows:

  1. Notification (reporting) of any text-based 'paper' reports for Articles 8, 9 and 10 by 15 October 2012;

 

  1. Reporting of 'priority' fields in the reporting sheets by 15 October 2012 (including spatial data for geographic areas), in order to facilitate the Commission's Article 12 assessment;

 

  1. Reporting for the remaining content of the reporting sheets within six months (i.e. by 15 April 2013) for agreed data and information, if available, particularly to support regional, European and global commitments to State of Environment reporting.

Details of the reporting procedure are explained in Annex 1.

Annex 1

Reporting and notification procedures for 2012 data request for MSFD Articles 8, 9 and 10, and on geographic areas and regional cooperation

 

Data Delivery

All data files should be uploaded to ReportNet Central Data Repository (CDR). A new folder MSFD reporting on Initial Assessments (Art. 8), Good Environmental Status (Art.9), Env. targets & associated indicators (Art.10) & related reporting on geographic areas and regional cooperationhas been created under the European Union (EU) obligations - MSFD reporting obligations. Within each Member State folder, the following subfolders (sub-collections) are available to upload the files:

·        One sub-collection folder for any text-based national 'paper' reports for Articles 8, 9 and 10 (pdf format).

·        One sub-collection folder for each Marine region and/or Marine sub-region relevant for a Member State, for uploading tabular data (i.e. corresponding to the xml schemas on Articles 8, 9 and 10).

·        One sub-collection folder for geographic data (i.e. corresponding to the MSFD4Geo schema and the MSFD4GeographicalAreasID database table). Geographic data includes spatial data in grid or non-grid (polygon) format.

 

Notification procedure to the Commission

The process is as follows:

1. The Member State Reporter uploads the above mentioned data deliveries to ReportNet (as described in the guidance document “MSFD reporting: A user guide for electronic reporting 2012” – link further below).

2. Subsequently, an automatic “Confirmation of receipt” is issued in ReportNet. This states that a delivery has been submitted by the Member State to the system and the date in which it was made available.

3. Member State formally notifies the Commission they have reported via their Permanent Representative to the EU with a letter, attaching their ReportNet “Confirmation of receipt” (i.e. copying the text). 

 

Guidance documents and reporting tools

The following information is available to support the MSFD reporting and can be accessed via the Marine Strategy Framework Directive reporting resources webpage:

·        The “reporting package” endorsed by the Marine Directors in June 2012, which includes the following elements:

o   Approach to reporting for the Marine Strategy Framework Directive. pp26.

o   Reporting sheets for 2012 reporting under the Marine Strategy Framework Directive. pp3.

o   Guidance for 2012 reporting under the Marine Strategy Framework Directive. pp74.

·        Marine Strategy Framework Directive reporting: A user guide for electronic reporting 2012 - This is a specific guidance document on the process for submission of electronic reports under the MSFD into ReportNet.

·        Guidance for 2012 reporting under the Marine Strategy Framework Directive, using the MSFD database tool, together with an associated spreadsheet Tables for MSFD database. This further guidance document and spreadsheet has been developed to bridge the gap between the Guidance document endorsed by the Marine Directors in the reporting package and the MSFD reporting tools. It has also taken into account the results of the testing phase completed by Member States in May 2012 and further comments from the Member State's training day for reporting in July 2012.

·        Guidance on reporting spatial information – This is a complementary guidance document to the “Guidance for 2012 reporting under the MSFD, using the MSFD database”, which also further expands on technical background elements related to the provision of spatial data, in particular the use of gridded data.
