The 2012 WISE SoE annual data request will be launched on the 1st August 2012. It has been agreed with NFPs that in the preparation phase for this data request changes to Data Dictionaries and Scoring criteria will be consulted with you to allow for comments to be made.
You are welcome to comment on the suggested updates to the Data Dictionaries and scoring criteria by the 17th July to ETC/ICM data manager Miroslav Fanta (Miroslav.Fanta@cenia.cz).

The specific Data Dictionary for Biological data in Rivers and Lakes is integrated into the overall Data Dictionaries on Rivers and Lakes according to the scheme for Rivers water quality below (scheme for Lakes is analogous to Rivers).The specific Data Dictionary for Biological elements in Transitional and Coastal waters remains separated from TCM waters, keeping it as a separate and additional dataflow (WISE SOE Biol_TC).

According to the draft Hazardous substances added in the new EQS directive, the watch list of substances or hazardous substances suggested by NRCs, additional substances are supposed to be included into the list of Preferred hazardous substances for Rivers, Lakes, Groundwater and TCM waters reporting categories.

Proposed 2012 updates (extracted from the above mentioned list) are available in table 1 and 2, further below.
EEA´s indicators based on TCM data have recently undergone an internal review process, in order to better consolidate them as well as ensuring better alignment with current policy processes (namely MSFD and WFD). In addition to the abovementioned update of the list of preferred hazardous substances this lead to the definition of preferred nutrient determinand groups. These are: 1) Chl-a, 2) Total Ammonium/Ammonium, 3) Total Phosphorus, 4) Orthophosphate, 5) Nitrate/Total Oxidised Nitrogen. This list has been defined to strengthen and improve EEA´s indicators on nutrients and chlorophyll-a, but it might be revised when necessary (e.g. change in policy needs, methodological improvements).

General update for all reporting categories, excluding Water quantity:
The rule „Timely data delivery to national repository and country feedback to reported data issues" is deleted from the list of individual criteria for 3 and 2 positive points. Instead of this, in the case of late delivery, delivery in non-proper data format or structure and / or missing country feedback, the scoring is reduced by one point (from 3 to 2 or from 2 to 1 point).
Rivers and Lakes:
Reporting of Biological elements in Rivers / Lakes or explanation for why biological data in correct format cannot be delivered was added to 3 positive points criteria
Water quantity:
Original 2011 criteria were updated by EEA for final evaluation purposes. In comparison to this already implemented update, the 2012 criteria are nearly identical. Negative point criterion is modified only to reflect if any Water Quantity data aer reported via the Eurostat/OECD Joint Questionnaire on Inland Waters.
Emissions to Water:
Evaluation of countries reported emissions data under other reporting obligations (E-PRTR, UWWTD, …) has been clarified.
In order to harmonise the differences between 2-3 and 1-2 possitive points requests, the criterion „At least two determinands for Nutrients and Organic Matter Emission Discharges from Diffuse Sources (if not delivered in past years)" has been removed from set of criteria for 2 smileys.
Minimal number of reported hazardous substances was increased from 2 to 3 substances for evaluation by 2 and 3 positive points.
TCM waters:
As a result of the internal review process of EEA´s indicators based on TCM data (nutrients, chlorophyll-a and hazardous substances in biota), elements in the data reporting which need improvement have been identified, hence becoming conditional for getting the maximum score. These are the following:
Scoring criteria are based on data deliveries for the current year and focus on the provision of quality data for preferred SoE nutrients and physical characteristics of monitoring stations. Further criteria, important for achieving the maximum score, are the time-lines of the delivery, the provision of hazardous substances data, long time series of quality data for substances from 5 preferred SoE nutrient groups - 1. BOD5/BOD7/Dissolved Organic Carbon, 2. Total Ammonium/Ammonium, 3. Total Phosphorus, 4. Orthophosphate, 5. Nitrate/Total Oxidised Nitrogen - and data on proxy pressures and the response of a country to data validation questions.

Scoring criteria are based on data deliveries for the current year and the provision of quality data for a variety of determinands. A further criterion is the identification of groundwater bodies according to the criteria in the Document No.3: WFD reporting on River Basin Management Plans: Guidance on reporting spatial data v3.0 and Guidance No 22 - Updated WISE GIS guidance (Nov. 2008). Important for achieving the maximum score are the provision of disaggregated data of the 5 requested chemical substances or group of substances: 1. Ammonium, 2. Nitrates, 3. Nitrites, 4. Dissolved Oxygen, 5. priority pesticides from Preferred SoE Hazardous Substances: Atrazine (most important), Lindane, Simazine - and provision of GIS polygon data of groundwater bodies, provision of monitoring stations with coordinates and their link to groundwater bodies (if not delivered in past years). Link to groundwater bodies delineated according to the WFD Art. 5 and reported according to the WFD Art. 13 is mandatory for EU countries.

Scoring criteria are based on data deliveries for the current year. In order to receive a higher positive score (3 or 2 points) countries need to fulfil at least 2 requested minimum requirement criteria: criterion 1 plus one of the criteria 2 (2a, 2b or 2c) regarding the assessment of the reporting of regional parameters and point data.
Regional parameters are the parameters for the regional requested data (water balance, water abstraction, water use).
Point data are the individual measurements requested for stream flow, reservoir inflow/outflow, and groundwater level. All 4 sub-criteria need to be fulfilled to receive higher score for point data. The sub-criterion on available stations refers to a representative selection made by the country per RBD (river basin district) or SU (sub-unit) with reference to the reporting sheets for SoE data and information (Part 3, section 2) in the guidance document. It is understood that some of the point data may not be available for reporting due to force-majeure (i.e. security purposes for reservoirs) and in such cases (when stated in the comments field) this will be considered accordingly.

Scoring criteria are based on data deliveries for the current year and the provision of data for a variety of sources and determinands. Important for achieving the maximum score is the provision of a more detailed source of emission data (if not delivered in past years).
If emission data have already been provided under E-PRTR, UWWTD, WFD, SoE Quantity or SoE TCM reporting obligations and are flagged as such in the SoE emission reporting, then 1 or 2 smileys will be scored (1 if point source emissions data are provided via another reporting source, and flagged, 2 if point and diffuse are provided, and flagged.) It is not possible to attain 3 smileys simply through flagging other reporting streams which cover only part of the total emissions requested. However, the flagging of data or a possible transfer of reported total emissions (point and diffuse source, respectively) reported under other reporting streams at EU level with reference to reporting sheet EMI_SW_GW, will ensure at least one point is scored
Reported information "no change with regard to previous delivery" is accepted for diffuse emissions only; 2 following years maximum; identical evaluation for the whole period.
