Implementation of Council Directive 91/271/EEC concerning urban waste water treatment. Request for information: UWWTD Questionnaire 2011


Your Excellency,

According to the Urban Waste Water Treatment Directive (UWWTD) the Commission has a duty to monitor the progress of the implementation of the Directive. The latest (6th) reporting exercise was launched in 2009; the report from this exercise is being finalised and is expected to be published in September 2011.

The Commission is now making a new request for information under the so-called Questionnaire-2011, also in the context of Article 15 of the UWWTD as well as Article 4 of the Treaty on European Union, in order to have an overview of implementation of the UWWTD across the EU.

The Questionnaire-2011 reflects the core elements of the Directive, in particular:

1.  Inventory and geo-referenced information on designated sensitive areas and their catchments (including designated less sensitive areas, if any);

2.  Information at agglomeration level covering waste water collection, treatment level and performance for all agglomerations for which the deadlines of the directive and the Accession Treaties have expired;

3.  Aggregated information at Member State level on waste water reuse and sewage sludge management.

Furthermore to the former Questionnaire-2009, an additional set of parameters has been included in the Questionnaire-2011: some of them with the purpose of being used -to fulfill the UWWT relevant information requirements in the OECD/EUROSTAT Joint Questionnaire on Inland Waters and thus enabling the streamlining of UWWTD and EUROSTAT data flows, on a voluntary basis, and others with the objective of gathering additional information on individual or other appropriate systems applied instead of collecting systems in agglomerations generating an organic load above 100000 p.e.

The reference year for which you are requested to report is 2009 (Status as on 31/12/2009). For the assessment of treatment performance, the information should cover the monitoring year of 2009 (from 1 January to 31 December 2009). Alternatively, 2010 data could be reported if available, but the information for the entire Member State has to be consistent and refer to a unique and clearly indicated reporting year (either 2009 or 2010).

The background information requested in Questionnaire-2011 is further explained in Annex 1. The list of parameters on which information is requested by this reporting exercise is indicated in the Annex 2.

Reporting under the UWWTD will be carried out by uploading data into WISE via ReportNet (the European Environment Agency's electronic infrastructure for data collection).

Member States have of course the right to submit reports on the implementation of EU legislation in their national languages. This basic right is not altered by introducing an electronic reporting tool. However, in practical terms and taking account of the budgetary constraints of the Commission, the presentation of the electronic reporting tool and the help documentation is provided only in English. This approach is consistent with the last reporting exercise (Questionnaire-2009) and with the approach agreed for the Water Framework Directive reporting exercise.

We would be grateful to receive the requested information (one report per Member State) to be uploaded, as a final quality checked dataset, into the Central Data Repository within six months of your receipt of this letter.

In order to improve the reporting process and ensure a reliable picture of the implementation of the Directive in all 27 Member States is obtained, the Commission will consult Member States on the 7th Summary Report before its publication. In order to allow a biennial publication of the Report, it is essential that the above deadline is respected.
